The Attempts of America for Permanent Occupation of Iraq
Sa’d Zareyi

The security, political, and economic resolution- with that America has a particular importance and position which enables it to have many important effects on the middle east, but unfortunately, for many reasons, this hasn’t been published as thoroughly in the news stations.

According to the report of the news agency Fars, the political, military, and security personal of America had spoken about the ((Attempts of America for Permanent Occupation of Iraq)) beginning in 2007. Rice, Cheney, and Bush have tried more than others to make hopeful the allies of America around the world for the ((Future Conditions)).

The Americans, with several trips to the area of the Persian Gulf and some of the neighboring countries of Iraq, such as Jordan and Egypt, have mentioned points about the ((Change in political and security conditions in Iraq)) and by this they have made these countries help in Iraq’s new design by America. To this point the Arab countries have gone forward with mistrust to the extent that Zulma Khalilzade, the previous ambassador of America in Iraq and the present ambassador of Iraq in the United Nations, had condemned the Arab countries and said that by ‘abandoning Iraq’ they have laid the grounds for the influence of Iran in ‘an Arab country’, Iraq, and ordered them to immediately reopen their embassies to Iraq in Baghdad.

In the beginning of 2007 the Americans stated their new plans in Bush’s annual speech to the Congress. Bush said in his speech to Congress, the Congressman of which were mostly chosen by Bush’s party, “The fruit of billions of dollars and hundreds of lost lives will soon been ripe for the picking”. As soon as Bush’s speech was completed the American military leaders in Iraq started their united efforts in acting upon Bush’s message and making his plan go through with the American, Arabic, and Iraqi’s. After this new plan Zulma Khalilzad was ordered to the meeting of the new ambassador of Iraq, Riyan Crocker, and the military commander, David Patrious in the foreign affair’s section of the American embassy in Iraq.

According to this new plan, the Americans started up new militias comprised of disgruntled Sunni’s in three sections of Al-Anbar, Salah Al-Din, and Naino, and promised that within nine months time they would train something around two hundred thousand military personal. The Americans had certain goals in these actions such as:

1-     Changing the kinds of battles from American to Iraqi fighting to Iraqi on Iraqi fighting therefore safeguarding the occupiers from direct attacks.

2-     The dismantling of anti-American movements whether Sunni in the three areas mentioned or Shi’ite.

3-     The using of a ‘pressure pyramid’ in which the government of Iraq and its political institutions would have to give in to American demands.

4-     The rebuilding of the dismantled military of Bathist Iraq, and the beginning of the restructuring of security of Iraq.

5-     Returning of the nationalist spirit to the Sunni’s so that the Americans as well as the rest of the cooperative countries in that part of the world can raise their image.

6-     Creating of a security system that would be a safeguard against the creation of an independent security system which might include Iran, Iraq, and Syria as being the main powers of the region. So that their intentions be covered up the Americans have labeled their efforts “Fighting terrorism” and “Confronting illegal influences of neighboring states of Iraq”, meaning Iran and Syria, and playing out different scenario’s of attacking the Iranian consulate in the Kurdish city of Suleiman, and the repeating the fraud of claiming to have found Iranian weaponry.

The Iraqi militias have formed with millions of dollars of support and from America, Jordan, and Saudi Arabia. Due to the support of two Arab countries the militias have made use of many different resources such as the clerics of Islam, Mr. Haris Dharei, and Alqaede to disrupt the ‘peace process’ in Iraq. The movements of these militias with the support of these three countries, America, Jordan, and Saudi Arabia, have become the reason for the relative security of the three Sunni sectors of Iraq, and this itself is was the reason that since March 2003 until October 2007 these three sections of Iraq were transformed into insecure killing grounds.

Although the American-Arab movements for creating militias were not completely successful. Instead of training the planned two hundred thousands Iraqi military personnel that they wanted to, only eighty thousand Iraqi’s joined these forces, and Nuri Al-Maliki only ended up including about twenty percent of these into the Iraqi military due to the fact that accepting all of them would completely change the face of the government and cause it to lose control. Due to the pressures of the Americans on the Iraqi government to accept all of these soldiers the Iraqi government and the unified Shia front became distrusting of the Americans, which in turn caused the Americans politics to change to a new plan.

The Americans used the reason that the military personnel which were part of the Al-Mahdi army, which was associated with the powerful movement of Sadr, were a cause of discord and repeatedly labeling the Shia movement, which included five representatives of Ayatollah Sistani; some other Shia associations; and murdered members of the Badr Brigade. By these tactics they tried making the Sadr movement unpopular while at the same time expelling thirty two members of the Iraqi parliament which were part of the Sadr movement, meanwhile the Sadr movement had no part in disrupting national security.

The Americans tried to disrupt Iraqi security by creating disunity among the different Shia groups in Iraq and specifically the Shia Council for Islamic Revolution in Iraq, even trying to create military confrontations between this council and the Sadr movement. They eventually wanted to water down and take away the independence seeking spirit among the Shia forces which were influenced by two things, Islam and revolutionary ideology. The conclusion that they wanted is to make a secular government out of what was the government of Nuri Al-Maliki or anyone else and the united Shia front into a government which was allied to their own, and with the systematic change of each department of the government such as the parliament, ministry of justice, diplomatic institutions, and the ministries of security into secular departments over a period of one to two years making the attempts of America for change of Iraq.

The second part of Americas outline for Iraq took shape in the attempt of the government of Nuri Al-Maliki in disarming the Al-Mahdi army. After this attempt Nuri Al-Maliki along with the minister of defense who was one of the greatest opponents of Islamic government, and the minister of security went to the city of Basra and announced that they would leave only when the forces of the Al-Mahdi army would be disarmed and or arrested. War broke out between the forces of the Al-Mahdi army and the forces of the government of Nuri Al-Maliki and immediately reached a dead end due to the fact that the Al-Mahdi army defended from nine of the twelve sections of the city of Basra while the forces of the government of Nuri Al-Maliki only had three neighborhoods in their control which forced Nuri Al-Maliki to make for a diplomatic solution to the problem. It was in this way that the representatives of both sides sat in meeting and with accepting very little changes solved the problem diplomatically.

The continued attacks of the Americans at the ‘Sadr City’ neighborhood of Baghdad which housed some two and a half million Shia, showed that the battles of the government in the city of Basra were in reality the battle of America with the Shia and showed the real face of America to the Shia.

The third part of the Americans outline for Iraq was to sign an agreement with the politicians of Iraq for the prolonged stay of American influence on Iraqi politics, economy, and security which at the same time the Americans disrupted the unified Shia front and greatly weakened the possibility of resistance among the its forces.

The Americans tried to make such an agreement seem as though it were the only solution to Iraqi problems and that not to have such an agreement would be in the detriment of Iraq. It is for this reason different American diplomats entered Baghdad trying to pave the way for such an agreement. They also gave the message that the occupiers would be ready to leave only when the price for all of their efforts and deaths would be repaid.

The American diplomats repeatedly made announced that the costs for the five years of occupation has been more than one trillion dollars, around five thousand deaths and thirty thousand injured, and it has ruined it own international reputation for the “Creation of a new political order in Iraq”.

Some in the united Shia front have believed that without the repaying of the price for these things they would not be able to bring security to Iraq. If they were to understand the repayment of a trillion dollars and the use of a contract with America, and the meaning of an equal repayment they would

The principle goals behind the political agreement between Iraq and America

If we want to briefly analyze the agreement we would have to mention the following points:

1. Part of this plan is to create permanent security. According to this segment of the agreement America will establish between 4 and 12 military bases for an undetermined amount of time which will enable them to remain in control of the military situation in Iraq. In this way the Iraqi security forces will not be able to do anything independently – rather, they will have to obtain the permission of the United States Army stationed in Iraq. This segment of the agreement is similar to 18th and 19th century colonialism which would be implemented on the Iraqi people and will completely take away their country’s independence.

2. Another part of the agreement is to ensure the freedom of American soldiers in Iraq. The Americans, in this segment of the agreement, are after legal immunity for not only its troops but for American militia, namely Black Water, as well. According to this part of the agreement Americans will have complete freedom to enter and exit Iraq without the need of applying for visas. It must be added that this form of legal immunity was implemented on the countries that lost the Second World War – Germany, Japan, and the Philippines.

3. Another part of the agreement is America’s sovereignty over Iraq’s agreements with other countries. America would be able to oppose Iraq’s relationship with countries who are at odds with America or who are competitors for America. This would prevent Iraq from making agreements which would be in their interest and the region’s interest.

4. Yet another part of this agreement makes sure that Iraq is digested into America’s political strategy in the world and the region. America has labeled this segment with this sentence: Iraq will move within the political framework conducive of becoming internationally recognized. This would take away other aspects of their independence and more interests from the Iraqi nation. According to this Iraq would be unable to stand next to Palestine. This would mean that Iraq would move away from Islamic ideals even more than it did under the Ba’thist regime and will create a division in the Islamic-Arab world which is in the benefit of America and Israel.

5. Another aspect of this agreement is about partisan democracy. According to this plan, the Iraqi government will not be effected by any governmental body except the formation of voting. In this way, religious leadership and historical identity will be completely erased. The present democratic structure of Iraq, including the new constitution, the parliament, and the government, did not come into existence without the support of religious leadership. If this leadership was not there Iraq would have been destroyed. This would make Iraq a political tool for mainly the western powers of the world.

6. The last aspect of this agreement that will be listed here is the part that is about Iraqi culture. Americans do not like the religious identity of Iraq and want to turn Iraq into a county who implements western policies, economics, and culture. Therefore, in Iraq which is a country that holds the graves of prophets and imams, they are trying to spread western corruption. So, any Islamic teaching is forbidden and replaced by teaching western principles.

But, some Iraqis are fooled by the slogans of the agreement: forgiving the Iraqi national debt, American weapons, and America’s help in the rebuilding of the country.
